Is Public Liability Insurance Required by Law?

I’m researching Public Liability Insurance because I’m confused about whether every business is legally required to have it. From what I’ve found, legal requirements depend heavily on the jurisdiction and type of business. In India, the Public Liability Insurance Act, 1991 requires certain owners handling specified hazardous substances to obtain insurance and provides a framework for immediate relief following qualifying accidents. This is different from general public liability coverage that businesses may purchase voluntarily. I’d like to know how business owners determine whether their industry has mandatory insurance requirements or whether coverage is simply recommended or contractually required.
